1 account per IP per Device...as far as i know

it is possible if you use different devices and dont change players or money between the two, etc

as soon as its clear someone is controlling both accounts, both will be shut down.

Are referrals included in the standard? I understand that you cannot have your brother/son...  as a referral using the same public IP

you cant have referral under same ip, that counted as money sharing between eachother
