Its like in the real life, there is a time to hiring your new player.

So, they are required to build their team started end of the month until 1-3 days after new league started, i called "open period”

And also, if there is a recruit player outside “open period”, the new player will join on the “open period”

As a team, they can think and do the best with the current team outside “open period”
