Why can't I change the training percentage so that training stops above a certain percentage? It's currently at 97% and I want to set it to 80%, but it keeps changing to 97%.

You have to change the value and click on link to the right ("rest below", or something similar). The players with condition below that value will not train. You can set each manually, to stop or not stop training, after that.
