I constantly see players from other teams with a high percentage of experience even though they're under 25, while my players—who have played more than 300 games—don't even reach 40%. Why is that? 

Its possible that those players play also in CL/CC what gives huge amount of exp.

what yiu can do is win chamoiionship or end in league that yiu can play CL/CC so they get exp

friendlies and tiurnament gives 0 exp

league match gives 2 exp

youth league match can give 0.2 exp

cup and supercup gives 3 exp

CL and CC gives 5 exp

But the players in question play in minor leagues and have played fewer than 100 matches; yet they still have a great deal of experience. There must certainly be a discrepancy.

To understand this, you need to distinguish between two groups of players:

• Group 1: Players created by the game (bots and new users).
• Group 2: Players generated by the youth academy.

Group 1 players receive a random amount of experience, regardless of their age. It is possible for their starting experience to be quite high.

Group 2 players, on the other hand, always start the game with 0 XP and gain experience according to the rules mentioned earlier.

Sometimes in the default teams assigned to the new users there could be players with too much experience for their age and/or multiple sides. But it's of course always 1 star players, they are not valuable enough to be a problem for the market
