Why not add a TRANSFER REQUEST from a club for a player, with an offer coverage of 10/20%
Example: I, President of Catania, looking at players from teams from any country, have an interest in buying a player from another club.
I make a request, for example 100 euros for that player. If the president of that club were to accept, the player would be auctioned with my offer of 100 euros included. The 10%/20% coverage means, if during the auction period another company is interested, it will have to make an offer of 110 euros (10%) or 120 euros (20%) higher.
I think this would give the game an increasingly realistic feel.

This is already possible by just having the club owner post the player for the Euro amount you agreed to and you bid that amount.  There doesn't need to be a special process for what your asking.
