why can't id verification ?

when I want to unlock id verification, there was error "You cant afford to pay this verification process", what do I have to do ? anyone can help ?.. thanks

As far as I know. It is an external company verifying this and they ask a fee for this. So the game can't provide it for free.

and does there have to be any ID verification at all?
