I would like to know if there is any difference in promoting a player from the youth categories at age 15, or should I wait until he turns 18? Will there be any difference in the player's development/training?

@Silva007 You only can promote a youth when got 17. The difference is just the % the tutor give him in academy, and in first team that % is for play a game during the day. The way to get the best development is train the youth with tutor until get 17, and after that promote.
