Please Help (terminated account)

All of my unactive recruits was terminated/expired but one of them didn't expired (PancaDatu)... i want to ask why PancaDatu didn't expired (He told me that he want to play but afraid of getting banned again if he create new account and old account still exist) (he can't login to old account / PancaDatu)? and how many days unactive account will terminated? Thanks anyway
