Why the increase of skills are

Hi

some of my players increase skills by 0.6 or 0.8 ..less than the 1 describe in documentation

0.6 is 40% less

It's 1 if the skill is under 60, becomes 0.8 until it reaches 70, then 0.6 until 80 and so on..

Over 90 is 0.2
