New tournamen rule

After participating in several tournaments, it turns out the winners are always the same few players. What if tournaments used "maximum quality" instead of "average quality"? For instance, in a 0–55 gold tournament, players with an average quality above 55 would be ineligible; only those with an average quality of 0–55 could compete.
